Google's spam policies name the failure mode: scaled content abuse, many pages produced primarily to manipulate rankings rather than to help the people reading them. The measured detection is cluster-level: templated narratives, shared infrastructure and publishing frequency form a fingerprint across sites, and enforcement follows the fingerprint rather than the article count. The problem was never AI writing. It is a shared pipeline nobody is checking.
